The Capital One® QuicksilverOne® Cash Rewards Credit Card is a flat-rate card designed for people with fair or average credit.

It comes with a reward of 1.5% cash back, along with some decent extra benefits. But you’ll need to pay a $39 annual fee to use this card.

Pay your first five monthly payments on time to get access to a higher credit line, a pretty handy feature to have on a card designed for average credit, which would normally come with a relatively low credit limit.

This card has no foreign transaction fees.

There’s another version of this card designed for people with good credit, the Capital One® Quicksilver® Cash Rewards Credit Card (Review). It also offers 1.5% cash back but comes with a nice introductory bonus, along with a promotional APR for purchases and balance transfers.
